            <summary type="html"><![CDATA[In a video posted online in April, then in a presentation delivered
in late August of 2021, the billionaire Elon Musk, whose futuristic
exploits and projects attract constant comment (SpaceX, Tesla),
laid out the advances made by his neurotechnology start-up
Neuralink. The aim was to showcase the progress made by the
brain-machine interface developed by Neuralink, particularly in the
form of a highly miniaturized brain implant. As Philippe Menei
demonstrates here, the technology is not in itself particularly
new, but its miniaturization may open up new vistas. The intentions
expressed by Musk — namely, his aim of turning this into a mass
market technology that is implantable and “explantable” at will and
capable, for example, of becoming an “accessory” to video games —
raise significant concerns. It would be a case of leaping from
technologies initially dedicated to solving specific medical
problems (motor or sensory disabilities) to quasi-‘“demedicalized”
mass-market implants flirting dangerously with transhumanism. This
opinion piece is a wake-up call against the ever clearer risks of a
shift from the “repaired” to the “enhanced human”.]]></summary>

            <summary type="html"><![CDATA[With the global economy almost grinding to a halt during the first
wave of Covid-19, then making a laboured recovery in 2020, the
transport sector was impacted substantially. Much has been said
about air transport, which suffered from reduced tourist flows, but
the decline in manufacturing production and international trade
also greatly affected freight transport, the greater part of which
is seaborne. Maritime transport had already borne the brunt of the
2008 economic crisis. Did this second major hit mark the end of a
golden age for the sector?Continuing our series on the seas and
oceans, Antoine Frémont reviews the state of maritime transport
which, having seen a continual, unprecedented rise in traffic, is
now falling victim to the vagaries of (de)-globalization. He shows
how the sector has developed over the long term and describes the
gigantic scale of current vessels, the geographic shift in
production zones, the ensuing increase in trade with Asia etc. He
also highlights the uncertainties arising from the aftermath of the
2008 and 2020 crises, the ongoing reconfigurations and the risks
associated with “containerized shipping’s oligopoly”. However, he
also emphasizes the impact of ecological transition (now getting
underway, particularly, in Europe), especially on the transport of
hydrocarbons and demands for reduced pollution from ships. Lastly,
in this new and as yet unsettled context, he proposes three
possible development scenarios for maritime transport up to the
year 2040: a crisis scenario, a return to a serene multilateralism,
and a vision of a two-speed world.]]></summary>

the past five years. This article provides an overview of the main
legislative changes, with a focus on the last two Finance Laws for
2019 and 2020. Unsurprisingly, the emphasis on fighting climate
change is strongly reflected in environmental policy, to the
detriment of other issues such as the preservation of biodiversity.
The cancellation the carbon tax increase at the end of 2018 has
ignited controversy over the very principle of taxing
environmentally harmful behaviors. Despite the existence of a few
incentivizing policies, provisions in recent laws have been mainly
motivated by budgetary considerations.]]></summary>

            <summary type="html"><![CDATA[More and more authors observe that modern Western societies are
marked by particular complex life rhythms. This complexity is
reflected in mobility practices. In order to analyse this
complexity closely and heuristically, this article develops a
rhythmic approach to day-to-day mobility based on data from the
2015 Swiss Mobility and Transport Micro-census (MRMT). The analysis
in this article seeks to measure mobility practices in terms of the
frequencies of everyday actions, the temporal patterns of activity
schedules in the course of the day and the spatial range of
mobility. The results show the diversity of everyday rhythms,
suggesting that the rhythm-based approach can reveal everyday life
patterns associated with identified social differences. They also
indicate the relations between rhythmic configurations and modal
practices. These observations argue for rhythms to be taken into
account in public mobility and social policies with a view to
planning transport supply and reducing inequalities.]]></summary>

transportation have contributed to the transformation of the
commons. In his view, these are built on the self-limiting rhythm
of the human body and walking, both of which foster encounters and
the sharing of spaces and resources. In this paper, we explore the
notions of slowness and commons by testing Illich’s hypothesis in
reverse: if speed has played a part in undermining the commons,
slowness might potentially be harnessed to rebuild them or create
new ones. We propose to explore this hypothesis through two Belgian
case studies: the central pedestrian area in Brussels and projects
for developing walking paths in Wallonia.]]></summary>

            <summary type="html"><![CDATA[As part of a regional call for research on mobility and urban
forms, this study is a contribution on how the inhabitants of
Orleans urban area experience and manage their mobility in a
context marked by the daily need to move, by the rising fuel prices
and by the injunctions towards soft mobility linked to the urgency
of global warming. In order to understand how people manage their
practices, how they perceive their environment and their way of
life and how they integrate them into their own system of
coherence, we analyzed 50&#160;discourses collected from
inhabitants of the city center, of the&#160;periurban area and of
the countryside. Two profiles can be differentiated according to
the people’s satisfaction on the way they manage to move around. In
the discourses of the inhabitants, the satisfaction is associated
with being able to choose and to organize oneself in the best way,
according to one’s personal priorities. Compared to previous
surveys, this article shows a new concern about the sustainability
of the way of life and highlights the yearning, or even the claim,
of immobility and of proximity, as values.]]></summary>

            <summary type="html"><![CDATA[Following the Yellow Vests mobilisation, the French government
implemented at the beginning of 2019 an online debate platform
(«&#160;Grand Débat&#160;») that subsequently received 569,000
contributions from more than 250,000 individual participants.
Despite its limitations that I discuss in detail, it can be a
complementary tool to approach perceptions of public actions in
various territories. In this article, I use the contributions
posted on the platform to analyse through textual analysis the ways
in which mobility is perceived and apprehended in two predominantly
rural provinces. I first explore the general themes in which the
subject of mobility has been addressed, before analysing the place
of mobility within the topic of ecological transition, where most
of the contributions on mobility could be found. Finally, I address
the demands expressed by respondents around access to various modes
of local transport, before discussing the potentials and limits of
textual analysis for processing such data. Analysis shows a wide
gap between public discourse focused on individual practices and
responsibility on the one hand, and the importance in the database
of views promoting more systemic action on ecological transition on
the other hand. It also confirms the importance of cleavages that
have been observed elsewhere on the issue of the electric car.]]></summary>

            <summary type="html"><![CDATA[In a context of urban traffic saturation, local atmospheric and
noise pollution and GHG emissions, cities and transporters are
looking for solutions that are both more efficient and more
ecological to meet the explosion of urban delivery needs, driven in
particular by the boom in online shopping. Over a century old, the
cargo bike is making a remarkable comeback in urban logistics,
particularly in Montreal, Quebec, by relying on the latest
technological improvements in electric propulsion and route
optimization. By its ability to dethrone the truck, this "Low-Tech
augmented" solution is presented as a relevant lever for rethinking
the flow of goods in the city with a view to ecological
transformation, both in terms of GHG emissions and better
cohabitation with active and soft modes of mobility. However, as an
enabling device for mass consumption, its use has a strong
potential for a rebound effect. Indeed, by solving the current
delivery problems of online shopping, it also fosters it, which
constitutes a strong paradox. But in the context of the spring 2020
pandemic in Montréal, the cargo bike has demonstrated its
tremendous flexibility in adapting to the new consumption patterns
generated by the crisis. This made this transport equipment one of
the first urban resilience tools.]]></summary>
