                <summary type="html"><![CDATA[<p>L'affaire Snowden a permis au grand public de redécouvrir
l'étendue des programmes de surveillance américains. Pourtant,
cette surveillance s'inscrit dans la continuité de celle opérée
tout au long de l'histoire des États-Unis. Cette très grande
continuité donne un cadre juridique, fédéral et fédéré, constitué
notamment de lois, de règles directrices et de décisions
judiciaires. Les évolutions sont nombreuses, rapides, et les
capacités des agences américaines paraissent illimitées, souvent
appuyées par des décisions politiques, mais pas toujours. Car une
opposition rassemblant des acteurs politiques, économiques et
citoyens, des journalistes, des organisations de défense des droits
et libertés fondamentaux se dresse contre les abus, quelquefois
avec succès. Ce cadre juridique est l'objet de cet ouvrage, qui
traite de son histoire, de ses évolutions, de ses errements, mais
aussi de sa solidité, et parfois, des grandes avancées qu'il
introduit en termes de libertés.</p>

            <summary type="html"><![CDATA[The social sciences often present collectives advocating for an
alternative, non-profit internet as marginal and inaudible (Hintz
and Milan, 2009; Alexandre et al., 2022). Yet, whereas in France
associative internet service providers (ISPs) are still relatively
invisible nationally, in 2020 the German parliament recognized the
free network Freifunk as being in the public interest. If the
non-profit internet is reserved for a competent elite, how can we
explain why the fates of free infrastructures differ so much? Based
on the ‘ethnography of infrastructures’ programme (Star, 1999) and
a survey of associative ISPs in France and Germany, we show that
alternative services have shaped a discourse of resistance to the
commercial internet that, to some extent, has echoed public policy.
In particular, we analyse the role of the division of labour in the
success of these collectives, whose mission is as much to build
connection infrastructures as to formulate a discourse of advocacy
on their behalf. Achieving recognition as being in the public
interest appears to be correlated with a division of labour around
these two missions, within distinct institutions.]]></summary>

            <summary type="html"><![CDATA[Studies on electoral biometrics in Africa have critically examined
this technology, highlighting the dynamics underlying its adoption
across the continent and the limits of its implementation in
electoral processes. The present article continues this history of
techniques but shifts the analytical focus to the technicization
and material participation associated with this technology. Based
on a study conducted in Yaoundé with Elections Cameroon, it
analyses the way in which biometrics, used to create a secure and
reliable electoral roll, has served as a means of engaging with the
question of democracy. In so doing, this article contributes to the
‘materiality turn’, endeavouring to grasp the political qualities
of biometrics, its social construction, and its role as a
significant participant in the democratic utopia. The analysis is
rooted in the work of Noortje Marres on contemporary forms of
participation, which, in addition to informing citizens about
public issues, is increasingly geared towards transforming the
material practices of everyday life. This study shows that, far
from being a prerequisite for democracy, electoral biometrics is
perceived by some as a ‘technology of engagement’, the agency of
which enables it to articulate with other participation
technologies to make voter registration operations agile, and to
resolve certain controversies surrounding the organization of free
and transparent elections.]]></summary>

professional spaces, psychoanalytic practice not escaping this
trend. To cope with the effects of confinement, psychoanalysts have
tried to artificially recreate the conditions of the sessions in
attendance. However, the individual and collective analysis of the
practical, theoretical and political consequences of such a choice
has hardly been carried out. This article returns to these
unthinkable principles based on the French and Brazilian cases. In
particular, it insists on the place of the bodies present in
transferential dynamics, and on the risks that the use of digital

of the person concerned. A comparative analysis of the evolution of
the law in the United States and in France reveals a difference of
perspective leading to two different approaches: one based on the
right to privacy and data protection, and the other based on
inheritance law, which treats post-mortem data as heritage.]]></summary>

based on the theme of state mass surveillance. Orwell&#160;:
Keeping an eye on you (Osmotic Studios, 2016) contributes to a
critical reflection on this social issue by arousing a commitment
on the frontiers of fiction and reality. Through the motives of
immersion and panopticism, the player is immersed in surveillance
and cannot escape, becoming both watchman and watched. In the first
part of the article, we present the semiotic organization and the
narrative of the game. Then we study the role and the
responsibility of the player in the unfolding of the story. We
conclude with an analysis of the panoptic structure of the game and
the persuasive power of this form of «&#160;ergodic
literature&#160;» based on the effects of this video game fiction
on the reader/player and citizen.]]></summary>

this the reason for its success, its adaptability to their
problems, especially their increasing complexity? This line of
argument can be found in the book Muster, Theorie der digitalen
Gesellschaft (“Patterns - Theory of the digital society”) by Armin
Nassehi (2019). Following critical reviews of his proposal,
especially from the perspective of information and communication
sciences, we suggest comparing the social imaginaries of the
digital, constitutive of the societal matrices and habitus in which
contemporary rationalizations and social practice operate, albeit
not without resistance. Said constructive criticism makes it
notably possible to underline the common points between critical
theory and social systems theory and allows to envision an
important place for information and communication sciences. This
theoretically oriented text pursues an argument in favor of
international comparison in Information and Communication Sciences
(SIC) which, we hope, will engage its readership despite its degree
of abstraction. It proceeds through a discussion of theories little
mobilized by French SIC and thus aims at putting epistemology at
the service of a necessary intermediation of theories.]]></summary>

to violence or hatred, to fall within the scope of disinformation,
to reinforce the polarization of public opinion or to undermine
democratic processes. This article assesses the contributions of
social media to the issues that have arisen under the Trump
administration and the steps taken to address them. It draws on the
relationships and power dynamics between President Trump and the
platforms&#160;; the actions of social media to prevent harm&#160;;
the alleged bias of the social media&#160;; and the storming of

                <summary type="html"><![CDATA[<p>Aujourd’hui, le «&#160;numérique&#160;» est partout.<br />
Du transport à l’alimentation en passant par la santé ou le
logement, difficile de trouver une sphère d’activité qui échappe
encore à son emprise. Du moins dans les pays du Nord.<br />
Au Sud, les progrès de la numérisation restent plus inégaux. Ils
n’en posent pas moins question.<br />
D’abord, parce que les technologies numériques reposent sur une
exploitation massive des ressources de la nature –ce qu’on appelle
l’«extractivisme» – et une fuite en avant écologique dont le Sud
est la première victime à l’échelle mondiale.<br />
Ensuite, parce que leur déploiement profite avant tout à une
poignée de multinationales qui concentrent un pouvoir inédit grâce
à l’exploitation de quantités toujours croissantes de
«données».<br />
Enfin, parce que la gouvernance et l’infrastructure globales du
numérique sont aujourd’hui dominées par le Nord et le secteur
privé, avec à la clé de nouvelles formes de dépendance et
d’exploitation. Mais les résistances s’organisent.<br />
Des États cherchent à promouvoir leur «&#160;industrialisation
numérique&#160;» ou plus largement leur «souveraineté
technologique».</p>
<p>En parallèle, des mouvements sociaux défendent un usage
démocratique, écologique et émancipateur du numérique, face aux
instrumentalisations du capitalisme de plateforme, mais aussi de la
surveillance étatique.</p>

            <summary type="html"><![CDATA[Osint is a&#160;“catch-all” terminology, now part of the vocabulary
of the fight against disinformation. Initially the prerogative of
the intelligence services, open-source intelligence has become part
of the toolbox and methodologies of new stakeholders (researchers,
journalists, even law enforcement). But if its public interest
dimension is often demonstrated, we will see that the
liberalisation of Osint is accompanied by significant risks of
arbitrary surveillance. Finally, we will explore what is needed to
democratise its public use.]]></summary>
