Pascal Saint-Amans is a former tax director at the OECD, where he and his team worked through fifteen years of politico-financial negotiations to bring about a 15% global minimum tax on multinational profits, finally accepted by 140 countries in autumn 2021. He is the author of Paradis fiscaux.
